Cause
The reminder flag remains "unactioned" in the database
Step-by-Step Guide
1. Log in to phpAdmin and view the WordPress database
2. Locate the table wp_wc_admin_notes
3. Locate the option wc-admin-coupon-page-move
4. Change the flag from unactioned and set to actioned
